The Helios Program was a scientific organization that selected kids to undergo experiments based on their genetic potential. These experiments gave the subjects a wide range of powers. Due to funding and problems with select subjects, the organization has since been terminated. The hero of Neo City, Ace, along with his team, now use the still remaining facility as a base of operations.
